It seems to be a contradiction. Images, paintings, and other forms of still images are not made for moving, but still there are many occasions where people would like to make a video out of stills.
The classic form is the video about painters or historical documentaries. All you have are still images and yet videos comprised of those stills can be very vivid.
I had jobs where the client just had photos and wanted a video made out of this.
The result can be quite fascinating, because those stills sudenly start to speak and are often more telling than a moving image with sound.
